Judge's ruling is bad for Qualcomm, good for phone manufacturers

Judge Lucy Koh denied Qualcomm's request for a stay on her decision until it exhausts its options for appeal. Koh's original ruling will force the chipmaker to renegotiate licensing and royalty deals it has with phone manufacturers.
